Responsibilities
- Implement participatory planning processes to strengthen value chains in San Andrés and Providencia, linked to plastic and organic waste through an economic circular focus and design a Business Model and Governance with an action plan adapted to the territory.
- Design methodology and tools for participatory co‑creation of strategic guidelines with a circular economy and value chain emphasis.
- Lead at least six strategic planning workshops with local actors selected during the SRO linked to plastic and organic waste chains.
- Order planning outputs for an action plan per waste type (plastics and organics) reflecting the proposed strengthening toward selected ventures.
- Provide relevant inputs for building a business model and governance per waste type from strategic and technical analysis of productive linkages.
- Visibilize and socialise results in two presential workshops with key actors, one for San Andrés and another for Providencia.
- Review SRO rapid opportunity results and basic information of approximately 20 initiatives.
- Lead the design and scope planning of Strategic Planning Workshops.
- Implement up to eight Strategic Planning Workshops divided by waste type and location.
- Define general strategy and specific strategic guidelines to form part of action plans for strengthening selected initiatives.
- Lead, with support from the Circular Economy Consultant, the drafting of up to four Action Plans for strengthening selected initiatives per waste type and location.
- Support the design of up to four Business Models and Governance for identified ventures, one per action plan, led by the Circular Economy Consultant.
- Support the design and implementation of two Socialisation Workshops, one in San Andrés and one in Providencia, with relevant local actors.
Qualifications
University degree in economics, business administration, industrial engineering, environmental sciences, sustainable development, or related fields. Master’s in strategic planning, project management, circular economy, strategic foresight, or similar desirable.Minimum five years of experience implementing projects or initiatives addressing value chains to strengthen green business ventures.Minimum three years of experience implementing development projects addressing value chains linked to solid waste exploitation, particularly in insular contexts.Minimum three years of facilitation of participatory workshops and strategic planning processes.Demonstrable experience in designing and validating business models, preferably with circular economy, sustainability or value chain focus.Experience in drafting action plans and roadmaps for projects and initiatives of value chains.Experience working with communities, private sector, NGOs and public sector, ideally in insular contexts.Previous work experience in the Archipelago of San Andrés and Providencia highly valued.Indispensable residence in Colombia. Desirable residence in San Andrés and / or Providencia.Advanced proficiency in tools such as Business Model Canvas, SWOT / DOFA, strategic foresight and value chain analysis.Capacity to adapt participatory methodologies to different audiences.Up‑to‑date knowledge of trends and best practices in circular economy, waste management and sustainability.Excellent Spanish. Intermediate Creole desirable.Benefits
Condiciones de pago : Los pagos se realizarán mensual, en base a los días de trabajo reportados por el consultor dedicados a la implementación de las actividades descritas.
Período de la consultoría : 17 semanas efectivas de trabajo, distribuidas en el período octubre 2025 – febrero 2026; esfuerzo estimado : 85 días / consultor.
Logística y recursos : El proyecto pondrá a disposición del consultor un espacio de oficina en la isla de San Andrés; proveerá recursos de movilización interna al consultor para desplazarse durante la implementación de las actividades y transporte desde y hacia San Andrés, en caso resida en otra localidad dentro de Colombia; designará un Consultor de Apoyo Logístico para organización de talleres o reuniones aprobadas en el Plan de Trabajo.
Coordinación del trabajo : El consultor trabajará bajo supervisión directa del Director del proyecto y en coordinación directa con el Especialista en Cadenas de Valor II y la Experta en Economía Circular del proyecto; el consultor contratado será responsable de los entregables para todo el Archipiélago y coordinará acciones con un Consultor Asociado; cualquier propuesta de cambios en el plan de trabajo, fechas límites y alcance de entregables deberá revisarse y aprobarse por el Director de Proyecto; el equipo de proyectos de FORLIANCE brindará el acompañamiento técnico y logístico necesario al consultor durante el desarrollo de los entregables.
