Purpose
The Senior Project Control Officer (Senior PCO) will be primarily responsible for planning, revenue, payment processing, monthly and quarterly forecasts, pre‑quarter updates, actuals, accruals, and expenses for the project budgets and the Collections ongoing charge‑outs. The incumbent will also assist the Senior Delivery Manager with in‑depth financial analysis to support strategic projects and initiatives as required. The Senior PCO will support the project managers in the execution of the project’s tasks as deemed by the project managers, and will interact closely with the project members from IT, Business and the vendors. Application of leadership capabilities to execute standard financial governance processes and implement the collection solutions in compliance with governing regulations, internal policies and procedures is also expected.
Accountabilities
- Champion a customer‑focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
- Prepare monthly and quarterly financial forecasts and year‑end carryforwards as per the Bank deadlines using the Forecast System.
- Enter forecast accruals in the appropriate tools before the monthly cycles.
- Ensure SLAs are met for financial monthly and quarterly reports, driving to meet KPIs.
- Identify and communicate financial and progress risks, issues and deviations on the projects over their entire life cycle.
- Support project reporting – including regular status reporting and ad‑hoc presentations.
- Perform financial management activities such as project budget forecasting and payment processing following Bank guidelines for the different budget components (Toronto, GBS and countries / regions).
- Create financial Project Change Requests (financial PCRs) to ensure costs are allocated to the correct budget component / cost element.
- Process payments, track and report on invoices, third‑party and licensing costs.
- Use Smart Stream to track invoices submitted to accounts payable.
- Complete investigations to resolve discrepancies between issued invoices and contracts as they occur.
- Update the financial information for Executive Steering Committee documents.
- Assist in the preparation of cost estimates in response to changes in scope.
- Develop new processes / templates to enhance existing processes.
- Administer the document repository : store program and portfolio management documents in the project repository on SharePoint, ensuring documents are up to date and accessible.
- Interact and support the countries / regions in the financial management of the budget as per the approved business case, building strong partnerships.
- Schedule and participate in project meetings, capture key decisions, communicate decisions in a timely manner and follow up on action items.
- Manage the tracking, reporting and maintenance of Risk, Action Items and Issues of projects in various PM tools.
- Act as the project secretariat – preparing / distributing agendas, attending meetings, preparing / distributing minutes, recording, communicating and following up on action items, and maintaining project distribution lists.
- Multitask on several projects at one time depending upon complexity and activities in progress.
- Assist in the creation / update of new Business Cases to implement the Collection Solutions along with the countries.
- Conduct appropriate status review sessions and escalates issues as necessary.
- Understand how the Bank’s risk appetite and risk culture should be considered in day‑to‑day activities and decisions.
- Actively pursue effective and efficient operations in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring adequacy, adherence to and effectiveness of day‑to‑day business controls to meet operational, compliance, AML / ATF / sanctions and conduct risk obligations.

Education : A bachelor’s degree in Engineering, Business Administration, or equivalent experience.Holding a valid PMP designation from the Project Management Institute (PMI) or another valid program management certification is nice to have.Experience : 3 or more years of relevant experience in a similar role and managing budgets over $10 MM.Solid understanding of financial and management reporting principles.Comprehensive knowledge of project / program management methodologies and tools, including Agile and Waterfall.Strong problem‑solving, quantitative and analytical skills; attention to detail; ability to analyze business results and identify issues and trends.Experience in balancing competing / conflicting requests of various projects and stakeholders; financial industry knowledge is an asset.Expert in MS Excel and PowerPoint.Advanced experience with MS Project, Visio and Word.Solid knowledge and expertise in the use of project tools such as Clarity and SharePoint repositories.Objective and open‑minded approach.Perseverance, flexibility, and efficiency to overcome challenges standing in the way of successful completion of the project.Ability to support multiple Programs / Projects simultaneously.Analytical thinker, with the ability to solve problems and bring solutions to the table.Possesses a strong and disciplined approach to maintaining Program financials.Demonstrated a high level of communication, both written and verbal.Working Conditions
