The Basel Institute is an Associated Institute of the University of Basel.Project : Business Integrity Initiative project The Basel Institute on Governance is launching a new project to strengthen the prevention of corruption and promote responsible business. Building on the Basel Institute's leadership and experience in Collective Action, the project will mentor and support current and potential Collective Action leaders, demonstrate its applicability across a wide range of corruption-related risk areas, and promote the concept of Collective Action so that it becomes sustainably anchored through the B20 Collective Action Hub.Assignment This consultancy assignment will assist in validating our monitoring and impact evaluation system that will track the immediate and short-term changes brought about by the Basel Institute's project activities (outcomes) and the long-term, higher-level changes, which the project makes towards clean business and fair market conditions (impact). The extent to which the observed effects can be attributed to the project activities will be a key aspect to consider when validating the impact evaluation system.Activities and timeline The consultant will be contracted from 1 November to 15 December 2025. They are expected to exchange on all preliminary comments and recommendations by 30 November and remain available to provide additional guidance through 15 December 2025.Deliverables- Review project work plan and provide comments to refine and validate indicators for all project objectives.- Provide guidance and comments to update the project Theory of Change, ensuring it aligns with project priorities.- Review and validate existing tools for identifying the baseline indicators and for monitoring outcome and impact indicators, including : - The Basel Institute's survey, developed to assess conference participants' perception of how Collective Action methodologies contribute to prevention of corruption and improved fair market conditions.- The Basel Institute's Key Performance Indicator (KPI), to capture G20 country engagement and uptake of Collective Action via the B20 Collective Action Hub.Reporting The consultant will report to the Senior Specialist, Collective Action, who is the project manager for this project.Qualifications The consultant should possess and be able to demonstrate the following qualifications : - Professional skills and working experience in impact evaluation methodologies- Knowledge of anti-corruption, compliance, corporate governance and Collective Action is an advantage.- Languages : Excellent oral and written command of EnglishHow to applyInterested applicants should submit an expression of interest of not more than three pages, outlining : (i) their relevant experience for the assignment; (ii) the steps and activities they would undertake in order to execute the assignment; (iii) an indicative workplan; (iv) a proposed budget (up to a maximum of EUR v) and any clarifications they would wish to seek from the Basel Institute prior to executing the assignment.Expert CVs should be provided separately and limited to two pages each.Please submit applications to no later than 18 : 00 CET on 26 October 2025 .
